Accessibility statement

This accessibility statement applies to www.healthinformation.norfolk.gov.uk  

This website is run by Norfolk County Council.  

We want as many people as possible to be able to use this website.  

For example, that means you should be able to:  

  • Change colours, contrast levels and fonts  
  • Zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping  
  • Navigate most of the website using just a keyboard  
  • Navigate most of the website using speech recognition software  
  • Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is

We aim to meet the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.2 at AA level.  

However, we know some parts of this website are not fully accessible:  

  • When using a mobile or smaller screen, some page buttons on the search page and health topics page change colour slightly when you hover over them. This may be difficult for some users to see 
  • When using a mobile or smaller screen, there is a toggle button to reveal and hide page buttons on the search page and health topics page. It may be unclear to screen reader users when the buttons are revealed and when they are hidden 
  • Some groups of form fields on the order page are labelled too vaguely, so their purpose is unclear. This may confuse assistive technology users 
  • Decorative images on resource pages have unnecessary alt text. This may be distracting for screen reader users 
  • Some downloadable resources (PDFs and images) can't be navigated or understood using a screen reader. To mitigate this issue, we have made sure: 
    • The page each resource is available from includes an accessible text summary of the resource and the information it contains 
    • Printed copies of some resources are available to order

Non-compliance with the accessibility regulations

Colour as meaning  

The 'toggle hidden pages', 'previous page' and 'next page' buttons rely on a slight change of colour to communicate when they change between normal and hover states in mobile view. 

This fails WCAG 1.4.1 Use of Colour.  

Cues 

The 'toggle hidden pages' button functions as a toggle button, but the 'aria-pressed' attribute has not been used to indicate when the button is toggled on and when it is toggled off. 

This fails: 

  • WCAG 1.3.1 Info and Relationships 
  • WCAG 4.1.2 Name, Role, Value  

Expected input on the contact us form 

On the first and last pages of the form, some form fields are contained in a group with the accessible name 'field'. 'Field' doesn't sufficiently describe the topic or purpose of the content in the group. 

This fails WCAG 3.3.2 Labels or Instructions. 

Text alternative 

The image of the resource has alt text. This is unnecessary because the image is purely decorative as key aspects of the resource shown by the image are described in the page text. 

This fails WCAG 1.1.1 Non-text Content. 

Downloadable resources 

Some resources available to download have accessibility issues. For example, some PDFs: 

  • Don't have a descriptive document title. This fails WCAG 2.4.2 Page Titled 
  • Include informative images that don't have alt text. This fails WCAG 1.1.1 Non-Text Content 
  • Include content that doesn't have accurate accessibility tags. This fails WCAG 1.3.1 Info and Relationships 

To mitigate this issue, we have made sure: 

  • The page each resource is available from includes an accessible text summary of the resource and the information it contains 
  • Printed copies of some resources are available to order 

The content is not within the scope of the accessibility regulations  

Older documents  

Many of our older documents do not meet accessibility standards - for example, they may not be structured so they're accessible to a screen reader. This fails WCAG 4.1.2 Name, role, value.  

The accessibility regulations do not require us to fix documents published before 23 September 2018 if they're not essential to providing our services.  

Preparation of this accessibility statement  

This statement was prepared on 24 June 2026. The statement was last reviewed on 24 June 2026.  

This website was last tested in June 2026. Norfolk County Council's Digital Customer Experience Team carried out the test.  

We tested the website www.healthinformation.norfolk.gov.uk using automated and manual tests. We used:  

  • Accessibility Insights for Web browser extension 
  • Browser developer tools  
  • Web Developer browser extension 
  • Stylus browser extension 
  • Colourcontrast.cc browser extension 
  • NVDA  

We used a sample-based approach to auditing, based on the Website Accessibility Conformance Evaluation Methodology (WCAG-EM)
